The residency project in Johannesburg is realised in partnership with the Joubert Park Project, an artists collective based in the inner city. Both partners share fundraising, managerial, administrative, logistic and curatorial roles, with the JPP driven the research and overall concept in relation to their previous work and the location. Both partners have suggested potential artists, based on prior working relationships/project and networks. The JPP will set up accommodation for artists, working and living spaces, media, technical and assistant teams. // La résidence de Johannesburg est réalisée en partenariat avec the Joubert Park Project, un collectif d’artistes basé dans le centre ville. Les deux partenaires partagent la recherche de financements, la structuration, l’administration, la logistique et le commissariat. JPP pilote une recherche et le concept d’ensemble en relation avec leurs travaux antérieurs dans le secteur. Les deux partenaires ont suggéré des artistes possibles, sur la base de relations de travail antérieures, de projets et de réseaux. The JPP mettra en place le logement des artistes, les lieux de vie et de travail, les équipes techniques et les assistants.

The curatorial team comprises individuals from the JPP and ScU2 who have jointly developed the conceptual framework of the residency project, with the aim to bring together the aims and experiences of previous residencies with the current context of Johannesburg inner city. // L’équipe de commissariat comprend les membres de JPP et de Scu2 qui ont ensemble développé le cadre conceptuel de la résidence, avec l’intention de mettre en commun et en lien les expériences des précédentes résidences avec le contexte du centre ville de Johannesburg

Context

The inner city of Johannesburg is one of the most densely populated urban sites on the continent. It presents a crucible for inward-bound economic and political migration from the rest of the country and the continent. One of the results of this is that the area has one of the most culturally and economically diverse populations in the world, from investment bankers living in loft apartments adjacent to the banking district, through to Zimbabwean refugees living in tiny partitioned rooms in industrial buildings hijacked by ‘property warlords’. Social and economic networks extend from the centre of Johannesburg to the rest of the continent. There is a day-time city and a night-time city – both operate according to different needs and limits. // Le centre ville de Johannesburg est l’un des sites urbains les plus densément peuplés du continent (africain). Il présente un creuset pour les migrations économiques et politiques vers l’intérieur pour le reste du pays et du continent. L’une des conséquences de cela est que ce territoire a l’une des plus populations au monde, les plus diverses économiquement et culturellement, des banquiers d’investissement vivant dans des lofts à proximité du « banking district », jusque aux réfugiés zimbabwéens vivant dans de minuscules chambres compartimentées dans les bâtiments industriels squattés par des « chefs de guerre de propriétés ». Les réseaux sociaux et économiques s’étendent du centre de Johannesburg à tout le reste du continent. Il y a une ville de jour et une ville de nuit, toutes deux fonctionnant selon des besoins et des limites différents. 

A variety of public sector regeneration strategies involving partnership with business have been launched since the late 1990s in a bid to turn around the ‘meltdown’ that took place in the 1980s and 1990s. While the West side of the inner city has seen significant development occurring through public-private partnerships, the areas on the East end of the city (including Joubert Park, Hillbrow, Berea, Doornfontein) have proved more resistant to outside intervention. Instead, a more complex and informal network of cultural and economic formations have evolved, with a strong base in the diversity of ethnic identities resident in the area. Public space is a complex, gendered and contested issue in an area where there is very little public open space, and where many communities prefer to maintain a low profile owing to their often precarious legal circumstances, territorial ‘wars’ and fear of widespread criminality in the area on the one hand, and victimisation by the police on the other. The residency project invites artists to engage with the urban context and imaginary as a material with a specific set of histories, constraints, possibilities, rules and methods. // Une grande variété de stratégies de régénération du secteur public, impliquant des partenariat avec le business ont été lancés depuis la fin des années 90 dans une surenchère pour renverser le « coeur de réacteur » qui a pris place dans les années 80 et 90. Pendant que la partie ouest du centre ville a connu un développement significatif par le biais de partenariats entre public et privé, les secteurs de l’est de la ville (incluant Joubert Park, Hillbrow, Berea, Doornfontein) se sont révélés plus résistants à des interventions extérieures. Au lieu de cela, un réseau plus complexe et informel de formations économiques et culturelles a évolué, avec une forte base ancrée dans la diversité des identités ethniques résidant dans le secteur. L’espace public est une question complexe, marqué par les genres et les contestations, dans un secteur où il y a très peu d’espaces publics ouverts, et où d’un coté beaucoup de communautés préfèrent maintenir un profil bas en raison de la précarité de leur statut légal, des guerres « territoriales » et de la peur d’une criminalité généralisée dans le secteur et de l’autre coté à cause de la victimisation par la police. Le projet de résidence invite les artistes à enager une relation avec le contexte urbain et son imaginaire comme un matériau porteur d’une série spécifique d’histoires, contraintes, possibilités, règles et méthodes.

CONCEPT // The Joubert Park Project

Urban Scenographies is motivated by interrogating the complexities and changes of contemporary cities as well as the dependencies and differences between countries in the South and North. The impulse to interrogate and understand these complexities needs to be actualised and tested within the daily practices of a given place – by living and working within the place, building relations with the local communities and sharing experiences. // Le projet des scénographies urbaines a pour enjeu d’interroger les complexités et changements des villes contemporaines de même que les dépendances et différences entre les pays dans le Sud et dans le Nord. L’impulsion qui conduit à interroger et comprendre ces complexités a besoin d’être actualisée et testée par le biais de pratiques quotidiennes dans un espace donné – En vivant et travaillant dans ce territoire, en construisant des relations avec les communautés locales et en partageant des expériences. 

URBAN SCENOGRAPHIES JOHANNESBURG is informed by a conceptual framework that developed out of the context of the city of Johannesburg and its global linkages. It provides a focus for the selection and curation of participating artists. It is also a framework that facilitates cross-disciplinary work, providing a structure that equally accommodates visual artists, theatre practitioners, writers, choreographers, musicians and local communities. // LES SCENOGRAPHIES URBAINES JOHANNESBURG sont nourries par un cadre conceptuel qui s’est construit à partir de la ville de Johannesburg et ses liens globaux. Il donne un focus pour la selection et le commissariat des artistes participants. C’est aussi un cadre qui facilite le travail inter disciplinaire, donnant une structure qui répartit de façon égale des artistes visuels, des praticiens de théâtre, des écrivains, des chorégraphes, musiciens et les communautés locales.

This conceptual framework has four key parameters/concepts – each issues a metaphor and a method through which the inner city context and its dynamics can be understood and engaged with:

Ce cadre conceptuel a quatre paramètres clef/concepts -chacun d’entre eux est une métaphore et une méthode à travers laquelle le contexte du centre ville et ses dynamiques peuvent être compris et mis en jeu.

Our intentions are predicated on a perception/intuition that there is a symmetry echoing between the methods and procedures of games and sports on the one hand, and the manner in which space and power in the inner city are presently being contested, a complicated match that is often presented in public discussion and the media as being a contest between the (usually compromised) forces of ‘law and order’ on the one side and rampant and chaotic ‘criminality and violence’ on the other. We are interested in the development of more nuanced pictures of what is often felt to be a ‘lose-lose’ situation, a ‘losing battle’. And we are interested in interventions that work with the methods of both games/criminality, alter the perceptions of all the players in this situation and provide cues and clues for playing nicely. // Nos intentions sont construites sur une perception/intuition qu’il y a une symétrie à l’oeuvre entre les méthodes et procédures des jeux et sports d’un coté et la manière dans laquelle l’espace et le pouvoir dans le centre ville sont actuellement contestés, un match complexe qui est souvent présenté dans les discussions publiques et les médias comme étant une contestation entre (habituellement compromis) les forces de « la loi et l’ordre » d’un coté et de l’autre coté une « criminalité et violence » larvée et chaotique. Nous sommes intéressés par le développement d’images plus nuancées de ce qui est souvent ressenti comme étant une situation « perdant perdant », une « bataille perdue ». Et nous sommes intéressés par des interventions qui travaillent avec les méthodes à la fois des jeux et de la criminalité, qui altèrent les perceptions de tous les joueurs dans cette situation et donne des signaux et des indications pour bien jouer. 

This curatorial frame suggests a number of key propositions for artists to realise projects. Each project ideally engages with a very specific location (interior or exterior) and the people that inhabit/use/pass through at specific times. We anticipate that each project will involve working with a variety of people who have a stake/interest in a particular location, and that through the process of project development, each intervention will begin to construct a specific audience around itself. // Ce cadre de commissariat suggère un certain nombre de propositions clefs pour les artistes en vue de réaliser leurs projets. Chaque projet, idéalement s’inscrit dans un lieu très spécifique (intérieur ou extérieur) et les personnes qui habitent/utilisent/passent là à certains moments précis. Nous anticipons le fait que chaque projet incluera un travail avec une variété de personnes qui ont un enjeu/intérêt dans un lieu spécifique, et que par le biais du développement du processus du projet, chaque intervention commencera à construire un public spécifique autour de lui.

NOTES POUR UNE RESIDENCE A JOHANNESBURG // ScU2

Etre là // Being there

Les précédentes Scénographies Urbaines ont montré que l’essentiel lors des résidences n’est pas tant d’observer une ville, un quartier, avec la distance que cela implique, que d’être là (au sens plein du terme), d’y vivre pour un temps et d’y poser des actes d’artistes. Nous concevons cette présence comme part du travail d’artiste, acte de lien, tentative de vivre ensemble, de repousser des atavismes (étranger, blanc…), des représentations, des écarts qui se creusent. Etre là et intervenir dans l’espace urbain, partager des pratiques d’artistes avec les populations qui vivent et travaillent dans ces territoires fortement traversés par les enjeux et tensions du monde actuel. Une grande part de la force des expériences, lors des résidences, vient de cette acceptation de notre présence dans le quartier et du processus que cela implique d’engager, à la fois collectivement et pour chacun des artistes présents. Alors l’échange se révèle le plus souvent d’une singulière intensité. Ce vécu, nous l’avons connu à Douala, à Alexandrie, à Kinshasa. // The experiences during the former Urban Scenographies residencies did show that the essential point for the project is not to observate a city or an area with the requested distance. It is about being there (in a full meaning), living there for a time and do something as artist. This presence is an aspect of the artist’s work, it has a dimension of link, try to live together, push away some atavisms (foreigner, white…), representations, gaps which are widening. Being there and step in urban space, share artist’s practices with the populations which are living and working in these territories highly crossed by the tentions and stakes of the time. During the residencies,the density of the experiences is coming mainly from the fact our presence in the area is accepted and from the process it means to get involved in, at the same time collectively and for each artist. Then the exchange becomes most of the time quite singular and intense. This experience, we had it in Douala, Alexandria and Kinshasa. 

Partager de l’infra ordinaire, de l’endotique 

Un texte de Georges Perec, « Approches de quoi ? » vient préciser comment les enjeux qui traversent ce projet, sont abordées ici de manière un peu « décalée », soit par le banal et le quotidien, par les pratiques et expériences communes, par les similitudes et non par la différence, la race ou la culture : « Interroger l’habituel. Mais justement, nous y sommes habitués. Nous ne l’interrogeons pas, il ne nous interroge pas, il semble ne pas faire problème, nous le vivons sans y penser, comme s’il ne véhiculait ni question ni réponse, comme s’il n’était porteur d’aucune information (…). Mais où est notre vie ? Où est notre corps ? Où est notre espace ? Comment parler de ces « choses communes », comment les traquer plutôt, comment les débusquer, les arracher à la gangue dans laquelle elles restent engluées, comment leur donner un sens, une langue : qu’elles parlent enfin de ce qui est, de ce que nous sommes ? Peut-être s’agit-il de fonder enfin notre propre anthropologie : celle qui parlera de nous, qui ira chercher en nous ce que nous avons si longtemps pillé chez les autres. Non plus l’exotique, mais l’endotique » (in Georges Perec, « L’infra Ordinaire »). Ces lignes s’inscrivent dans le dispositif d’aller-retours entre points de vue extérieurs (artistes invités) et point de vue de ceux qui nous accueillent (ici the JPP). Comment être étranger et partager de l’endotique, du quotidien, du banal. Comment travailler avec cela durant les résidences. // A text by Georges Perec « approaches of what ? » can help in order to be more precise about how the stakes which are crossing over the project are developped in quite a « décalée » way, through the banality, and the everyday, through common practices and experiences, through similarities and not difference, race or culture : « To question the ordinary. But that’s just the point, we’re used to it. We don’t question it and it doesn’t question us, it doesn’t seem to be a problem, we live it without thinking about it, as if it bore neither questions nor answers, as if it carried no information whatsoever (…). But where is our life? Where is our body? Where is our space? How can we talk about these “commonplace items”, or rather how can we hunt them down, how can we chase them out, take them out of the gangue in which they are stuck, how can we give them a meaning, a language: so that they can speak at last of what is, of what we are? Maybe it is about founding finaly our own anthropology : the one who will speak about us, who will be looking inside of us what whe for so long time went to foray in others. Not any more the exotic, but the « endotic ».  Georges Perec, L’Infra-ordinaire. The frame of these lines is the go-return dispositive between external points of view (invited artists) and the point of view from those who welcome us (here the JPP). How being a foreigner and share « endotique », everyday things, banality. How can we work with that during the residencies. 

C’est dans cette perspective que la prochaine résidence aura lieu à Paris. ScU2 en sera le collectif d’accueil, inversant la logique qui jusque ici a voulu que nous soyons le collectif invité. // In this perspective, the next residencie could take place in Paris. ScU2 will welcome the artists, reversing the logic which made us, until now, being the invited collective.

Scénographie ? // Scenography

C’est le dispositif de la résidence que nous pensons ici comme étant d’ordre scénographique, non les actes d’artistes. Il s’agit de regarder scénographiquement un quartier et d’y inscrire des actes et points de vue d’artistes dans une logique spatiale, contextuelle et performative. C’est en tant que point de vue imaginaire matérialisé par/dans un espace (historiquement le dispositif théâtral), intégrant la position et l’expérience du spectateur que l’analogie avec le lieu théâtral et la pratique scénographique (notre pratique d’origine) nous semble opérante. On pourrait dire, pour donner une image simple (et un peu réductrice), que c’est le quartier qui est ici potentiellement pensé comme lieu « théâtral ». Et ces liens entre lieu théâtral et ville ont une longue histoire. // The dispositif of the residency is considered as « scenographic », not the artists proposals. The idea is to look at an area in a scenographic way, and write down there actions, artists points of view in a spatial, contextual and performative dimension. The analogy with theatrical place and scenographic practice (our practice) is operating as an imaginary point of view, materialized by/in a space(historically the theatrical space), considering the position and the experience of the audience. We could say, in order to give a simple image (and a little bit simplistic) that we think potentially the area as a « theatrical stage ». And there is a long history of these links between theatrical place and city. 

Il ne s’agit pas ici de point de vue unique, comme souvent dans la tradition des lieux théâtraux. Au contraire, la résidence déploie et démultiplie dans un environnement urbain donné un ensemble multi-focal de points de vue. Du fait de la présence des artistes, de leurs interventions, le territoire urbain – ce qu’il s’y vit, son architecture… – , par des jeux de glissements, des déplacements de focale, devient l’objet potentiel de multiples dispositifs imaginaires, poétiques, d’espace-temps « extra quotidiens », de mises en (re)présentation (entre présentation et représentation). La ville, le quartier s’apparentent plus à un « théâtre des opérations » qu’à une scène. De plus s’il s’agit ici de points de vue spatiaux, il ne s’agit pas obligatoirement d’une dimension spectaculaire. Il peut s’agir d’expositions, d’interventions presque invisibles, de jeux avec le réel, etc. C’est en ce sens aussi que le dispositif est scénographique mais pas forcément les actes d’artistes. // But it is not about giving a single point of view, as often done in the traditon of theatrical places. On the contrary, the residency is demultiplicating, in a specific urban space, a multiplicity of points of view. By the presence of the artists, by their interventions, the urban space – what has been lived there, its architecture…-, by games, shiftings, by changing the focals, is potentially becoming a multiplicity of creative dispositives, poetical, imaginary, « extra daily » time, (re)presentations (between presentation and representation). We could say the city, the area are like a « theater of operations », more than a stage. Furthermore we are speaking there about spatial points of view, and not necessarily about a spectaculary dimension. It can be exhibitions, almost invisible interventions, games with real, etc… That’a aslo why we say the dispositive (or creative device ?) is scenographic but not necessarily the artists proposals. 

Scénographique aussi car une attention particulière est faite à la question du spectateur. Ce qui caractérise le projet, ce sont les différents niveaux de positionnement, entre proximité et distance, que la résidence et les propositions d’artistes durant le festival qui la clôture génèrent : spectateur, public, témoin, visiteur, participant… Qu’ils habitent le quartier ou viennent de l’extérieur, tous les participants font l’expérience personnelle d’un déplacement momentané de leur point de vue, de leur statut selon une modification à la fois physique et imaginaire des axes du regard. Ce qui était banal et à ce titre non vu, devient visible, ce qui était étranger devient familier… (on pourrait multiplier ces glissements). Ces niveaux d’expérience se matérialisent aussi par des porosités entre agir et regarder. Il arrive par exemple que les gens se retrouvent en train d’aider à ce qu’un événement se déroule, ils deviennent actifs sans pour autant que cela leur soit imposé. Cette place physique de chacun nous semble relever d’une prise de position, d’un choix. C’est à chacun de décider de ce sur quoi il porte son regard et de la manière dont il le fait, ceci dans la « consistance de ses voisinages » (Jean Toussaint Dessanti), soit la prise en compte de la présence des autres en relation avec l’objet qui les rassemble. Il n’y a plus de « nous » spectateur, de place assignée, il y a des gens qui choisissent de se situer et la possibilité de ce choix, aussi minimal soit il, nous semble relever du politique. C’est au moins autant dans l’instance de la réception que dans celle de l’émission que se loge cette dimension politique. Et c’est la mise en espace de ces dissensus, de ces écarts – qui toujours lors des « scénos » mais ici particulièrement à Joburg, renvoient à des situations très réelles où le sensible a du mal à se partager-, la juxtaposition de ces points de vue dans un espace commun – ici un quartier – qui nous semble relever d’une dimension scénographique. « On regarde toujours le monde d’où l’on est, c’est une donnée totalement irréductible, et c’est seulement dans le partage des regards que quelque chose s’amplifie » Marie José Mondzain. // Scenographic also because of a particular attention to the question of the audience. One of the specificities of the project, are the differents levels of positioning, in between proximity and distance, generated by the residency and the artist’s proposals : spectator, audience, whitness, visitor, participant… Neither they live in the area or they are coming from outside, all the participants are experiencing personnaly a momentary shifting of their point of view, from their status. The axis of their vision/experience is changing at the same time physicaly and in imagination. What was common and therefore invisible becomes visible, what was foreign becomes familiar… (we could multiplicates the exemples). These levels of experience are materialised also by porosities between acting and watching. For instance it can come to a point where people are getting involved in the realisation of an event, they become participants whithout it to be an obligation. This physical placefor each person is for us kind of a choice, a decision. It is the responsability of each person to decide on what he is choosing to watch, and the way he is doing it, in the « consistency of its neighbourhood » (Jean Toussaint Dessanti) ; it means the way you consider the presence of others in relation with the object you are experiencing together. There is no « us » spectators anymore, there is no allocated position (seat), there is people who are choosing to situate themselves and the possibility of this choice, as minimal it is or can be, we consider it to be political. This political dimension is getting stuck in the side of reception as in the side of the emission. And the setting in space of these « dissensus », these gaps – which everytime during the « scenos », but more specificaly in Joburg, are reflecting very real situations, where the « sensitive » has difficulties to be shared-, the juxtaposition of these points of view in a common space – here an area- seems for us to be the scenographic dimension. « We are always watching the world from where we are, this is a totaly diehard (irreductible) fact, and this is only in the way we share some looks (regards) that something is increasing ». Ville  // City

Il s’agit donc ici de ville regardée comme récit, comme imaginaire, comme pratique vécue, « performée ». Il s’agit d’observer de l’intérieur la manière dont les gens s’emparent des espaces urbains, les occupent et les conçoivent (à l’inverse des décideurs qui d’abord conçoivent et décident de comment l’on doit occuper), les marquent, les déplacent, les reconfigurent, les esthétisent. Il s’agit d’échelle des corps, de gestes, de parcours, de signes, de sons… Les villes, les quartiers dans lesquels nous nous inscrivons du fait des processus de compagnonnage avec les artistes locaux, sont le plus souvent multi-culturels, très contemporains, chaotiques, des ici et ailleurs simultanément, villes réseaux qui vont bien au-delà des limites physiques du territoire et se connectent au monde ; espaces de gens qui rêvent, qui rament et qui transitent, qui font « avec ce qu’ils ont sous la main » pour tenter de se construire une vie, une liberté. Et ces territoires constituent aujourd’hui une part substantielle des grandes villes du monde. // So, this is about city, observated as a story/narrative, as imaginary, as experienced practice, « performed ». It is about observating from inside the way people are occuying urban spaces, occupying and conceiving (which is the reverse with decision makers which are conceiving first and then decide how it has to be occupied), are marking them, are shifting them, reconfigurating, are giving them an esthetic dimension. It is about the scale of bodies, gestures, travels all over, signs, sounds… The cities, the areas in which whe are taking place, coming from the compagnionship with local artists, are most of the time multi-culturals, very contemporary, chaotics, simultaneously there and elsewhere, network cities which are over going the physical limits of the territory and connect themselves to the rest of the world ; spaces from people which are dreaming, rowing and passing through, people who are doing with what they have in hand in order to try to build themselves a life, a freedom. And these territories are nowadays constituting a substantial part of major cities in the world. 

Cette manière « performative » de regarder et pratiquer la ville (dont the JPP parle dans le cadre curatorial proposé pour la résidence), les actes posés par les artistes dans l’espace urbain, ce qu’ils déclenchent en termes d’expériences, de moments vécus à la fois collectivement et par chacun, nous semblent « fabriquer » (ne serait-ce que pendant de brefs instants) de l’espace public. L’espace urbain devient lieu de mémoire, de possibles, d’imaginaires communs, au-delà des seules pratiques et usages quotidiens. Un texte publié par Dominique Malaquais dans le numéro 73 d’Africultures, sur les « traces » de la résidence de Douala témoigne du fait que ces expériences, parce que vécues ne serait-ce qu’une fois par les habitants, s’inscrivent dans la durée et sont reconnues et attendues lorsque elles se renouvellent. C’est ce que nous pensons aujourd’hui être un enjeu de l’art public. // This performative way to observate and practice the city (JPP is speaking about that in the curatorial frame they propose for the residency), the artist’s actions in urban space, the reactions to these acts, as experiences, lived moments at the same time collectively and by each ; for us these elements are inventing (even for very short moments) public space. Urban space is becoming a place of memory, of possibilities, of common imaginaries, au delà practices and daylife. A text by Dominique Malaquais in Africultures n°73, about the « traces » of the Douala residency is speaking about the fact these experiences, because inhabitants had them even just one time, are staying for long and are recognized and expected when the take place again. That’s what we think to be an issue for public art today.  

Où exposer ? // Where to exhibit ? 

C’est aussi la ville comme territoire de création pour les artistes avec qui nous travaillons. Ils s’en inspirent, elle les nourrit, mais ils n’y exposent que rarement dans une relation directe aux habitants, leurs voisins. Il y a sur le continent africain (notamment, mais pas seulement là, tant cette question de la relation aux publics nous semble à interroger fortement dans les pratiques actuelles de l’art contemporain) une schizophrénie assez béante, un écart entre lieux de monstration et habitants/publics qui ne voient en général pas les œuvres, les actes pourtant souvent pensés et nourris par le lieu où vivent les artistes qui sont leurs voisins. Ce constat est pour une part importante à l’origine du dispositif des Scénographies Urbaines et du festival qui les clôture. La pratique artistique comme adresse aux spectateurs (ici dans un sens large) permettant que momentanément, à travers des actes d’artistes, de l’échange, de la parole, de la polémique, du politique circulent dans l’espace public.// This is also about the city as a territory for creation, for the artists we are working with. It gives them inputs, ideas, but they rarely exhibit there in a direct relation with inhabitants, their neighbors. In the african continent (especially but not only there, because this question of the relation with audiences should be interrogated also in the actual practices of contemporary art) quite a huge schizophrenia, a gap between places of exhibition and inhabitants/audiences. In general they don’t see the pieces, the actions. And these pieces are often influenced by the places where the artists are living, as neibhours. This fact is one element at the origin of urban scenographies and the festival which is taking place at the end of the residency. The artistic practice as something which should be given to spectators (here in a large meaning) allowing for a moment, through artists acts, exchanges, words, polemics, political issues to circulate in public space.
